I didn’t come to Cairo to buy property. I came because my water heater distributor here asked if I could help set up a local warehouse. Three months later, I signed a lease on a 200m² space in 6th of October City. And then came the notarization.
Notarization of property documents — in Arabic: التوثيق العقاري — was supposed to be a formality. I thought: Just hire a local代办, pay a bit extra, get it done in a week.
I was wrong.
The first mistake: assuming speed = reliability
I found a代办 through a Chinese expat group on WeChat. He promised “fast, official, no hassle.” He showed me his office — neat, branded, with a sign in both Arabic and English. He spoke decent Mandarin. He smiled a lot.
I handed over my passport, the lease, a translated copy of my business license, and 8,000 EGP (about $160). He said: “Tomorrow, we go to the Notary Public Office. You wait outside. I handle everything.”
I waited three days.
Then he said: “The office needs your original contract, signed by the landlord, with his ID copy and his fingerprint.” I didn’t have that. The landlord? He was a guy I met once. He said he’d send it “soon.” Then he stopped replying.
I realized: I didn’t know what documents were actually required. I trusted the代办’s word — but he didn’t know the law either. He just knew how to say the right things to foreigners.
That’s the information gap: you think you’re hiring expertise. You’re hiring a translator with a better connection to the bureaucracy.
The second mistake: time is the real cost
It took me 27 days to get the notarization done. Not because the system was broken. But because every step required a new document, a new visit, a new person to sign.
- Day 1–5: Get landlord’s signature + fingerprint (he was out of town)
- Day 6–10: Translate documents at a certified agency (they lost one page)
- Day 11–15: Get police clearance for my residence (needed my rental contract — which wasn’t notarized yet)
- Day 16–20: Submit to the Notary Public Office — they said my business license needed an additional stamp from the Ministry of Trade
- Day 21–27: Wait for the stamp. Walked there twice. Both times, the office was closed because of “internal training.”
I lost 27 days. I didn’t lose money — I lost focus. My team in China kept asking: “When will the warehouse be ready?” I had no answer. I stopped sleeping well.
I used to think: If I work harder, I’ll catch up.
Now I know: In Cairo, the system doesn’t move faster because you’re tired.
What actually works? Three things I learned
Don’t rely on代办 for document accuracy.
Go to the official website of the Notary Public Authority of Egypt (هيئة التوثيق). Download the checklist for foreign property notarization. Print it. Bring it with you. Even if the代办 says “this isn’t needed,” you’ll be the only one holding the real list.Bring your own translator — not theirs.
I hired a freelance Arabic-English translator (found on Upwork) to sit with me at the office. She didn’t speak Mandarin, but she knew legal terms. She asked questions the代办 wouldn’t. For example: “Is the landlord’s fingerprint required on the lease, or just on the notarization form?” That question saved me a trip.Go early. Go in person. Go on Tuesday.
The Notary Public Office in Cairo closes early. On Mondays, they’re buried in weekend backlog. Fridays, they’re praying. Tuesdays? Quietest. Arrive at 8:30 AM. Bring water. Bring snacks. Bring patience. You’ll wait. But you’ll get through.

Q: Can I do property notarization in Cairo without being physically present?
A: No. You must appear in person for the fingerprint and signature verification. There’s no remote option. Even if you have a power of attorney, the Notary Public will still require your physical presence for property-related documents.
Path: Visit the nearest Notary Public Office (e.g., in Maadi, Nasr City, or 6th of October City). Call ahead: +20 2 2269 9400. Ask for the “Foreign Nationals Property Notarization” queue.
Checklist: Original lease, landlord’s ID copy + fingerprint, your passport, translated and certified contract, proof of residence (utility bill or hotel registration), business license (if applicable).
Q: Is the代办’s fee of 5,000–10,000 EGP worth it?
A: It depends. If you’re fluent in Arabic, have time, and can navigate government offices, you can do it for under 1,500 EGP (translation + notary fees). If you’re overwhelmed, a good代办 might save you 10–15 days. But they won’t guarantee success.
Key point: Always ask: “Who will sign the documents? Will you accompany me to the office?” If they say “I’ll just send it,” walk away.
Q: What if my landlord won’t cooperate?
A: You can’t notarize without his participation. There’s no workaround. Some expats use a temporary lease agreement with a registered property management company — they act as the legal landlord. It’s more expensive, but it’s legal.
Path: Contact the Real Estate Regulatory Agency (RERA) in Cairo. Ask for a list of registered property agents who offer this service.
My reflection
I used to think failure meant losing money.
Now I know: failure in Cairo means losing time you can’t get back.
I’m 28. I’m from Hunan. I studied IoT. I’m not a lawyer. But I learned that in this country, the system doesn’t care how hard you work — it only cares if your documents are exactly right.
I didn’t want to be the guy who “wasted six weeks” on paperwork.
But I am that guy.
And now I know how to do it right.
Action suggestions — no promises, just patterns
- Start with the official source — visit www.notary.gov.eg (if accessible) or ask at any Egyptian bank branch for the nearest Notary Public Office address.
- Bring two copies of everything — one for you, one for them. They’ll lose one.
- Don’t rush the landlord — give them space. If they’re unresponsive, consider switching to a property management company.
- Track every step — keep a log: date, person, document, outcome. You’ll need it when things go wrong.
